What is the SKTT?

The SKTT (Surat Keterangan Tempat Tinggal) is a Certificate of Residence issued by the local civil registry (Dukcapil) for foreigners holding a KITAS (Temporary Stay Permit). It functions like an ID card for expats, officially registering your address and issuing you a NIK (Nomor Induk Kependudukan) a personal identification number used across various Indonesian systems.

Why the SKTT Is Mandatory

Indonesian law requires all KITAS holders to report their residence and register their address within 14 days of receiving their permit. This isn’t just immigration procedure it’s a civil obligation under population administration law. Authorities can impose fines up to IDR 500,000 if you fail to register on time.

Having an SKTT ensures you comply with local regulations and avoids unnecessary penalties or administrative issues later on.

Why It Matters

The SKTT goes beyond legal compliance. It connects you to Indonesia’s national systems:

  • Tax Registration: With your SKTT, you receive a NIK required to apply for an NPWP (Tax Number). If you stay over 183 days in a year, you become a tax resident and must report your income.
  • Access to Services: Many services opening a bank account, registering a motorbike, or signing up for BPJS (national insurance) require the SKTT or a domicile letter.
  • Residency Proof: Landlords, banks, and government institutions often ask for it as proof of address.

In short, it’s a foundation for your legal and administrative life in Indonesia.

Processing Time in Bali

After submitting the application, Dukcapil usually issues the SKTT within 10 working days in Bali. However, you’ll want to prepare supporting documents early, since those can take a few days to gather.
