Upstream Oil and Gas Must Adopt Quantity-Assurance SNI
Permen ESDM 11/2026 requires upstream oil-and-gas contractors to apply SNI 9040:2021 to production quantity data, use competent personnel and fund prescribed quality control before the rule takes effect on 7 March 2027.

Who is affected
Indonesian and foreign cooperation-contract contractors, including PT PMA entities and foreign permanent establishments; operators and non-operating partners; shareholders and directors; SKK Migas and BPMA; and production, reservoir, metering, allocation, process, information-system, quality-assurance, finance, human-resources, procurement, legal and compliance teams. Service providers, testing bodies and licensed professional-certification bodies are affected through quality-control, supervision and personnel-certification work.
Practical impact
Contractors must apply SNI 9040:2021, including later amendments, to routine quantity data at every production stage across the flow system from subsurface through delivery and/or processing points. The data must come from a compliant flow system and involve personnel with the prescribed qualifications and competence. A government testing-service public-service body will quality-control the data, and contractors must use the result for evaluation or remediation, report annually and when requested to SKK Migas or BPMA, and pay the applicable service fees for quality control and direct supervision. Oversight may use an integrated operating system, periodic contractor reports and direct inspection.
Permen ESDM 11/2026 was established on 14 August 2026, promulgated on 7 September in State Bulletin 2026 No. 617 and takes effect six months after promulgation, on 7 March 2027. It makes SNI 9040:2021 on quantity assurance for accountability and transparency of oil-and-gas quantity flows, together with later amendments, mandatory in upstream oil-and-gas operations.
The duty applies to every contractor defined as a business entity or permanent establishment appointed to conduct exploration and exploitation in a working area under a cooperation contract with SKK Migas or BPMA. That scope includes foreign-investment Indonesian entities and foreign permanent establishments; it is not limited to state-owned operators or to newly awarded working areas.
The controlled flow system spans production-process data through delivery and/or processing points. The regulation defines the system as the asset's management of quantity movement and conditioning from subsurface to the delivery point, including changes in phase, composition or location. Contractors must apply the mandatory SNI when presenting quantity data at every production stage and must present that data routinely under the applicable rules.
Quantity data must be produced by a flow system that applies the SNI and must involve personnel with the required qualifications and competence in oil-and-gas quantity assurance. The relevant professional standard is administered through a professional-certification body designated by the Minister, using ministerial modules and technical standards, with certificates issued when the standards are met.
A public-service body providing oil-and-gas testing services will perform quality control on contractor quantity data and report the result to the Minister. The body must protect confidentiality and enter into a confidentiality agreement with the contractor. The contractor must use the result for evaluation or remediation and report the result annually and whenever required to SKK Migas or BPMA, which then reports through the Director General.
Ministerial oversight may use an integrated operating system, periodic contractor reports and direct supervision. SKK Migas and BPMA monitor contractor implementation, while the designated testing public-service body supports the integrated system and direct supervision. The contractor bears the service tariffs for both the prescribed quality control and direct supervision.
The enforcement route begins with a written warning recommended following monitoring and evaluation. The contractor must follow up within 15 calendar days after the warning is issued. If it does not, the Minister may publish a list identifying contractors that have not implemented the mandatory quantity-assurance SNI. Although the regulation does not prescribe a universal fine, public identification and unresolved data-control findings can affect regulatory confidence, partner reconciliation, audits and operating reputation.
Operators should treat 7 March 2027 as the completion date for an asset-level implementation programme, not the date to begin assessment. The practical work is to map quantity flows and controls, remediate SNI gaps, qualify or certify personnel, build the evidence and reporting file, arrange confidentiality and external quality control, and budget the contractor-funded oversight costs.
Late discovery: the instrument was not previously present in the Regulation Watch ledger. Required action
- Map every producing asset's quantity-data chain from subsurface through separation, phase or composition changes, allocation, processing and the delivery point, and identify each system, interface, manual adjustment and data owner that must meet SNI 9040:2021.
- Complete a documented gap assessment against SNI 9040:2021, then assign remediation owners, budget, evidence and testing milestones early enough to achieve operational readiness before 7 March 2027.
- Inventory personnel involved in the quantity-assurance system, compare their qualifications and competence with the standards and technical modules designated by the Minister, and plan certification through a minister-designated, BNSP-licensed professional-certification body where required.
- Prepare the production, metering, allocation, reconciliation, change-control, validation and audit records needed for routine quantity-data presentation and for quality control by the designated oil-and-gas testing public-service body.
- Put confidentiality arrangements in place before data is provided for external quality control, while preserving regulator, SKK Migas and BPMA access and auditability.
- Establish an annual and event-driven process to document the quality-control result, implement evaluation or remediation, and submit the contractor's report to SKK Migas or BPMA whenever required.
- Add quality-control and direct-supervision service fees to the 2027 compliance budget and allocate responsibility for contractor, operator and partner costs under the cooperation and joint-operating arrangements.
- Create a written-warning response protocol capable of investigating, correcting, evidencing and closing a finding within 15 calendar days to avoid public identification as a non-compliant contractor.
