New Licensing Standards for Tourism Businesses

Who is affected
Hotels, villas, restaurants, tourism attractions, travel businesses, and other operators classified within Indonesia's tourism sector.
Practical impact
Tourism operators must align their OSS licences and operational standards with the new sector framework. The regulation replaces the previous tourism licensing standards under Tourism and Creative Economy Regulation 4/2021 and relevant parts of Regulation 8/2021.
The regulation brings tourism business standards, supervision, and sanctions into the updated risk-based licensing framework. It is especially relevant in Bali, where a property's commercial use must match both its business licensing and its land and building approvals.
A valid NIB alone may not complete the licensing position. Operators should verify the standards and PB UMKU requirements attached to their specific activity and risk level.

- Confirm that the correct tourism KBLI is registered in OSS.
- Review the operational standard and supporting licence requirements for each activity.
- Prepare evidence of compliance for sector supervision or inspection.
