Who is affected

All categories of businesses accepting QRIS, including PT PMA and PT PMDN companies, hotels, villas, restaurants, cafes, retailers, clinics, spas, tourism operators, professional-service businesses and other merchants; QRIS acquirers and payment-service providers; and finance, accounting and POS teams that reconcile merchant settlements.

Practical impact

For a QRIS payment of Rp100,000 or less, the regulated Merchant Discount Rate is now 0% regardless of the merchant category. This extends zero-MDR treatment beyond the previous category-specific framework and should cause the merchant to receive the full transaction amount before any separate, contractually valid non-MDR charge. The announcement does not abolish MDR for transactions above Rp100,000, so the applicable merchant-category rate and provider terms still need to be checked for the higher band.

Late discovery: Bank Indonesia announced the expanded QRIS pricing policy on 17 August 2026 and set 1 October 2026 as its effective date. The official announcement states that 0% MDR is extended to transactions up to Rp100,000 across all merchant categories. Bank Indonesia repeated the threshold and implementation date in its 19 August policy release.

MDR is the percentage deducted from a QRIS merchant settlement for payment acceptance. Under the new rule, a covered QRIS transaction at or below Rp100,000 should not carry an MDR deduction. The change is especially relevant to restaurants, cafes, convenience retail, tourism services and other businesses with many small-ticket payments, because a minor percentage difference can become material over a large transaction volume.

The policy does not say that every charge connected with QRIS is prohibited. A provider may separately charge for a device, subscription, integration or another contracted service, and QRIS transactions above Rp100,000 remain outside the announced zero-MDR band. Merchants should therefore reconcile by transaction amount and fee type rather than assuming every net settlement must equal gross sales in all circumstances.

The operational control is straightforward: preserve the gross QRIS transaction file, match each payment to the acquiring-provider settlement, identify MDR separately from other charges and verify that the MDR field is zero for transactions up to the threshold from 1 October. Any continuing MDR deduction should be documented and raised with the acquiring bank or payment-service provider using its updated tariff notice and the Bank Indonesia announcement.

Required action

  • Obtain the updated QRIS rate table or implementation notice from each acquiring bank, payment-service provider or POS/payment integrator used by the business.
  • From 1 October 2026, configure settlement and accounting rules so QRIS transactions of Rp100,000 or less are reconciled at 0% MDR rather than the former category rate.
  • Review daily settlement reports for small-ticket transactions and challenge any amount identified as MDR that continues to be deducted after the effective date.
  • Keep MDR separate from any other disclosed service, device, subscription, payout or integration fee; confirm the contractual basis before treating a non-MDR deduction as incorrect.
  • Update pricing, margin and cash-receipt forecasts where the business previously absorbed MDR on high-volume transactions at or below Rp100,000.
