Non-Halal Products Must Use BPJPH's Red Warning Mark
BPJPH Regulation 3/2026 prescribes the exact non-halal warning marks, placement rules and supporting records for packaged, bulk and food-service products, with a 23 July 2027 transition deadline for products already in circulation.

Who is affected
PT PMA and PT PMDN companies; manufacturers, importers, distributors, retailers, supermarkets, hotels, restaurants, cafes, caterers and other food-service operators; businesses selling bulk products; pharmaceutical, supplement, cosmetic, chemical, biological, medical-device and consumer-goods businesses; and directors, product, procurement, packaging, marketing and compliance teams responsible for Indonesian-market products.
Practical impact
A business must independently identify products made from prohibited materials or through production processes that do not comply with the Halal Product Assurance System and display the prescribed warning. Food or beverage products containing pig material must show the words “MENGANDUNG BABI” with a pig image; other covered products must show “NON HALAL”. The mark must be proportional, conspicuous, legible and durable on the outermost consumer packaging, a relevant part of the product or another specified location. Bulk products need the mark on the container, dispenser, packaging or other visible medium plus valid producer-issued evidence. Existing products have until 23 July 2027 to adjust, but products introduced after the regulation took effect are already subject to the new format.
Late discovery: BPJPH Regulation 3/2026 was established on 13 July and promulgated on 23 July 2026 in State Bulletin 2026 No. 512. It took effect on promulgation and prescribes the form and placement of the non-halal statement required for products made from prohibited materials or through production processes that do not comply with the Halal Product Assurance System.
The business makes the initial classification itself by checking the material and production-process criteria in the regulation. Those criteria cover prohibited animal, plant, alcohol, microbial, chemical, biological, genetic, human-body and contaminated materials, as well as contamination or contact across slaughter, processing, storage, packaging, distribution, sale, presentation, washing and sampling facilities.
The prescribed mark depends on the product. Food and beverage products derived from pig material must display red “MENGANDUNG BABI” text and a pig image in a red rectangular box on a white background. Other food, beverage and non-food products covered by the rule use red capital “NON HALAL” text in a red rectangular box on a white background. The annex specifies Rodfat lettering and color code #fc0202 for the red mark, while allowing a different high-contrast combination when the product background is red.
The mark must be proportional, placed where it is easiest to see and read, remain clear against the surrounding artwork, and resist removal or damage. On packaged goods it goes on the outermost packaging received by the consumer. Medicines, biological products and medical devices also remain subject to their sector-specific labeling rules.
Bulk sellers must place the warning on the container, dispenser, packaging or another readily visible medium and keep producer-issued supporting documents. Acceptable evidence includes the production flow, composition, certificate of analysis, questionnaire or statement confirming prohibited material or a noncompliant process; the seller must verify both the issuer and the match to the product. For processed food or beverage services, a trade name that uses the word “babi” is deemed to satisfy the disclosure requirement.
Products already entering, circulating or traded in Indonesia before 23 July 2026 must be adjusted within 12 months, making 23 July 2027 the transition deadline. Products introduced after the effective date have no separate transition period. Although Regulation 3/2026 does not restate sanctions, BPJPH Regulation 2/2026 allows warnings, fines, withdrawal and, for directly processed food and beverage services, temporary closure and public notices when a required non-halal statement is missing.
Required action
- Inventory every food, beverage, medicine, supplement, cosmetic, chemical, biological, medical-device and consumer product that uses prohibited material or a production process that does not comply with the Halal Product Assurance System.
- Classify pig-derived food and beverage products separately from other non-halal products: use the prescribed “MENGANDUNG BABI” text and pig image for the former and the prescribed “NON HALAL” mark for the latter.
- Update artwork and packaging so the mark appears on the outermost package received by the consumer, is proportional, located where it is easiest to see and read, is not obscured by other graphics, and cannot be easily removed, detached or damaged.
- Use the prescribed red-and-white design and Rodfat capital lettering for the “NON HALAL” mark, or another sufficiently contrasting color combination when the product background is red; obtain the current official artwork from BPJPH before printing.
- For bulk products, place the mark on the container, dispenser, packaging or another visible medium and retain producer-issued evidence such as the production flow, composition, certificate of analysis, questionnaire or statement; verify the issuer and document-product match.
- Complete the relabeling plan for stock that was already in Indonesia before 23 July 2026 no later than 23 July 2027, and apply the prescribed format immediately to products introduced after the effective date.
