Ngurah Rai Immigration Office Now Covers All Badung

Kepmenimipas M.IP-30.OT.01.03/2026 assigns all six Badung districts to the Ngurah Rai Immigration Office, moving Mengwi, Abiansemal and Petang out of the Denpasar office's jurisdiction as part of a nationwide office reorganization.

Who is affected

PT PMA and PT PMDN sponsor companies, foreign directors and shareholders, expatriate employees and dependants, investor and work-stay-permit holders, employers, accommodation operators, property owners and tenants, immigration advisers and company representatives handling visa, ITAS, ITAP, sponsor, address, reporting, supervision or enforcement matters in Bali, especially Badung Regency.

Practical impact

The official schedule now assigns Kuta, Kuta Utara, Kuta Selatan, Mengwi, Abiansemal and Petang to the Class I Special TPI Ngurah Rai Immigration Office. Mengwi, Abiansemal and Petang were previously handled within the Denpasar office's territory. The Denpasar office's schedule now covers Denpasar City and the regencies of Tabanan, Gianyar, Klungkung, Bangli and Karangasem. The change affects which office is territorially competent for local immigration administration, reporting, supervision and enforcement; it does not by itself change visa categories, stay-permit validity, sponsor duties or substantive eligibility rules.

The Minister of Immigration and Corrections established and promulgated Kepmenimipas M.IP-30.OT.01.03/2026 on 6 August 2026. The decision replaces the former 2019 office schedule and sets the number, names, classes and territorial jurisdictions of 151 immigration offices across Indonesia.

The Bali allocation is operationally important for investors and expatriates. The official appendix assigns the entire Badung Regency to the Class I Special TPI Ngurah Rai Immigration Office: Kuta, Kuta Utara, Kuta Selatan, Mengwi, Abiansemal and Petang. The office also administers the immigration checkpoint at I Gusti Ngurah Rai International Airport.

Mengwi, Abiansemal and Petang were previously within the Denpasar office's territory. Under the new schedule, the Class I TPI Denpasar Immigration Office covers Denpasar City and Tabanan, Gianyar, Klungkung, Bangli and Karangasem regencies. A company or foreign national should therefore determine the competent office from the current registered address and the service involved instead of reusing an old routing assumption.

The signed decision states that it becomes effective 60 days after its 6 August establishment. Official immigration implementation notices describe the restructuring as applying from 5 October, while the JDIH metadata page records 6 October. This one-day metadata difference does not justify delaying compliance: the new office allocation is now operational and should be used for current filings and reports.

This is an organizational and territorial change, not a new visa or stay-permit category. It does not extend an ITAS or ITAP, replace an RPTKA, alter a sponsor's duties or waive address and accommodation reporting. Businesses should update routing and contact records while continuing to satisfy the underlying immigration and manpower requirements on time.

Required action

  • Map every Bali foreign national's registered residence, work location and sponsor address to the new territorial schedule before filing a new visa-linked stay permit, extension, conversion, address change, sponsor report or other office-based immigration service.
  • For an address in Mengwi, Abiansemal or Petang, confirm that the case is now routed to the Ngurah Rai Immigration Office rather than relying on an old Denpasar-office checklist, appointment or correspondence trail.
  • Review pending files that began before the operational change and obtain written confirmation from the office or system on whether the existing office will finish the case or transfer it; keep the confirmation with the application record.
  • Update internal compliance calendars, immigration-agent instructions, sponsor templates, accommodation reporting procedures and client communications with the correct office name and territorial jurisdiction.
  • Keep the foreign national's passport, stay permit, registered address, sponsor, OSS and company data, RPTKA or manpower records where applicable, and accommodation reporting consistent across the relevant systems and offices.
  • Do not treat the office reallocation as extending an expiry date or reporting deadline. Continue to meet every visa, ITAS, ITAP, address, sponsor, foreign-worker and accommodation-reporting deadline under the underlying rules.
