Permendag 26/2026 revises TPP SIR change and renewal procedures, caps sample and exhibition exports at 50 kg, and creates a Letter of Confirmation route for destination-specific SIR exports.

- Established by the Minister of Trade on 22 October 2026 and promulgated on 29 October 2026 in State Bulletin 2026 No. 734. The signed instrument records 29 October, although the Ministry JDIH landing page currently displays 29 November 2026 as the promulgation date.

Who is affected
Foreign and domestic investors, PT PMA and PT PMDN companies, directors and shareholders, SIR producers and exporters, holders and applicants for TPP SIR and SPPT SNI, importers re-exporting natural rubber, businesses sending samples or exhibition goods, conformity-assessment institutions, customs teams and trade, legal, licensing, quality and export operations personnel.
Practical impact
The amendment changes the evidence and process for TPP SIR ownership changes, data changes and renewals, while preserving the existing TPP SIR code in specified cases. A renewal filed before expiry uses a valid TPP SIR and recertified SPPT SNI, while a filing after expiry also requires the company's tax number, an SPPT SNI based on SNI 1903:2017 and an electronically stamped self-declaration that the company is not undergoing legal proceedings. Natural-rubber samples and exhibition shipments exempted from the TPP SIR requirement are limited to 50 kg per export declaration. The rule also creates a Letter of Confirmation for SIR exports where a destination country requires confirmation of quality compliance.
Permendag 26/2026 was established on 22 October and promulgated on 29 October 2026 in State Bulletin No. 734. It takes effect after 14 days, on 12 November 2026. The Ministry's JDIH landing page currently shows 29 November as the promulgation date, but the signed electronic instrument itself records 29 October and bears the State Bulletin number.
The amendment changes the TPP SIR procedure when ownership or registered data changes. A qualifying ownership change requires the NIB, tax number, prior TPP SIR, revised SPPT SNI, the relevant notarial deed for the transaction and the required surrender or use letter. Changes to the company, factory, LPK, SPPT SNI, SIR type or tariff-code data require the evidence specified for that change. Documents already available through an integrated government system do not need to be uploaded again.
The renewal route now distinguishes a filing made before expiry from one made after expiry. A pre-expiry filing requires the NIB, a valid TPP SIR and a recertified SPPT SNI. A post-expiry filing additionally requires the tax number, the previous TPP SIR, an SPPT SNI based on SNI 1903:2017 and an electronically stamped self-declaration that the company is not undergoing legal proceedings. The renewed registration keeps the old TPP SIR code and runs for the validity period of the relevant SPPT SNI.
The regulation also clarifies small non-commercial exports. Natural rubber sent as a sample or for an exhibition is exempt from the TPP SIR requirement only up to 50 kg in one export customs declaration. The exporter must obtain the prescribed certificate and submit an electronically stamped declaration that the goods are not for trade, with the exhibition place, time and invitation added for an exhibition shipment.
Imported natural rubber re-exported to its country of origin remains subject to a separate evidence route. The goods must be the same type, cannot exceed the imported quantity and cannot have undergone processing. The filing package includes the prescribed self-declaration, laboratory analysis or other proof, NIB, invoice, packing list, transport document and import declaration.
A new Letter of Confirmation can be requested when a destination country requires confirmation that an SIR shipment meets its quality requirements. The exporter submits its tax number, valid SPPT SNI and valid TPP SIR. A complete application is decided within three working days. The regulation delays the electronic INATRADE application route for six months after the amendment takes effect and permits a manual email route when electronic filing is unavailable.
Existing exemption certificates remain valid until expiry. In contrast, a TPP SIR renewal or exemption-certificate application still being processed when the amendment takes effect must be adjusted to the new requirements. Exporters should therefore review every open application before 12 November rather than wait for an electronic rejection.
The amendment does not replace the sanctions in Permendag 1/2026. A verified customs violation related to an SIR export, or a final criminal conviction involving misuse of a TPP SIR document, can result in revocation of the TPP SIR through INATRADE and SINSW. Shipment controls should match each approval and certificate to the export declaration before release.
Required action
- Identify every company, factory and product line that produces or exports SIR and reconcile its NIB, tax number, TPP SIR, SPPT SNI, LPK, factory address, SIR type and tariff code against the INATRADE and SINSW records.
- For a merger, consolidation, acquisition, separation or other ownership change that changes the company identity, prepare the relevant notarial deed, prior TPP SIR, revised SPPT SNI and the required surrender or use letter before filing the TPP SIR change through INATRADE.
- For a TPP SIR renewal before expiry, obtain a recertified SPPT SNI and file while the existing TPP SIR is valid. For a filing after expiry, also prepare the tax number, an SPPT SNI based on SNI 1903:2017 and the electronically stamped self-declaration required by Article 11.
- Review every TPP SIR renewal or exemption certificate application still pending on 12 November 2026 and update it to the amended requirements rather than relying on the filing package submitted under the former procedure.
- For sample or exhibition exports, cap each customs export declaration at 50 kg and prepare the prescribed electronically stamped non-commercial declaration, including the exhibition invitation where applicable.
- For re-exported imported natural rubber, preserve the import, invoice, packing, transport and laboratory evidence and ensure the goods have not been processed and do not exceed the quantity shown in the import record.
- Ask each destination-country customer whether a Letter of Confirmation is required. Until the electronic INATRADE route becomes operative, follow the Ministry's manual email route where the electronic service is unavailable, then migrate the process when electronic filing begins.
- Update export checklists so the exemption certificate, TPP SIR, SPPT SNI, Letter of Confirmation and customs declaration are matched to the shipment before cargo release.
