BPS Corrects KBLI 2025 Descriptions for Tourism Areas and EV Batteries

Late discovery: BPS Regulation 6/2026 was enacted on 4 September, promulgated in State Bulletin 2026 No. 624 on 10 September, and took effect on the promulgation date. The official BPS listing became available after promulgation, but the development remains actionable because the amended KBLI descriptions already govern current classification and licensing analysis.

The regulation replaces the attachment to BPS Regulation 7/2025 rather than publishing a short standalone correction table. BPS explains that the amendment improves the substance of KBLI descriptions for statistical quality and identifies three principal title and description changes: codes 27201 and 27203 for electric and electric-vehicle batteries, and code 68122 for tourism-area management. Saved copies of the original attachment or old conversion tables should therefore not be treated as the current authority.

The practical consequence is prospective and compliance-focused. New NIB applications, additions of business activities, and amendments should use the amended attachment and current OSS descriptions. The regulation does not say that all existing NIBs are invalid, automatically change a company's registered codes, or require every business to refile by a fixed date. Existing businesses should instead review whether the selected code still accurately describes the activity and correct a material mismatch through the appropriate corporate and licensing process.

For code 68122, the current OSS description covers management of a tourism area, including land management, division into tourism nodes or areas, development or leasing of units for tourism facilities and infrastructure, oversight of tourism-business construction, and provision of administrative places within the area. It should not be used as a blanket substitute for the separate classifications and licences required to operate a hotel, villa, restaurant, attraction, real-estate, construction, or other tenant business. Bali projects must also continue to satisfy the parcel's RTRW or RDTR zoning, land-use, environmental, building, and sector requirements.

PT PMA companies should document the classification review across the deed, AHU data, OSS NIB, investment plan, sector approvals, location, and actual revenue activities. A discrepancy should be resolved before an amendment, financing, acquisition, new investment, or inspection. Because the amendment itself creates no special penalty or migration deadline, the immediate risk is not a new standalone fine but using the wrong regulatory pathway based on an obsolete description.
