Citizenship Services Move to One Electronic Framework

Minister of Law Regulation 15/2026 consolidates naturalization, dual-citizenship, loss, reacquisition and status-confirmation services into one electronic framework with physical-document deadlines, review controls and repeat PNBP for rejected refilings.

Who is affected

Foreign nationals seeking Indonesian citizenship; foreign spouses of Indonesian citizens; children of mixed-nationality families and limited dual-citizen children; former Indonesian citizens; Indonesian citizens married to foreign nationals; Indonesian descendants without citizenship documents; expatriates, foreign directors and shareholders whose status planning intersects with citizenship; and families, employers and advisers supporting these applications.

Practical impact

The regulation replaces five separate ministerial instruments with one framework covering voluntary naturalization, naturalization by marriage or adoption, limited dual-citizenship registration and election, retention and loss of Indonesian citizenship, reacquisition, and citizenship-status confirmation. Applications are generally initiated through the Directorate General's official electronic service, followed for many services by delivery of specified copies and originals within seven working days. Local or overseas officials may conduct document checks, biometrics, interviews and factual verification before ministerial review. A rejected application may be refiled, but the new filing is charged PNBP again. Manual filing is allowed only when the Directorate General officially announces that its system is disrupted or inaccessible.

Minister of Law Regulation 15/2026 was established on 16 September and promulgated on 21 September 2026 in State Bulletin No. 661. It takes effect on 21 December 2026 and consolidates the procedures for naturalization, citizenship and citizenship-status services into one regulation.

The covered routes include naturalization by the applicant's own request, marriage to an Indonesian citizen, adoption, exceptional service or national interest; registration and election for limited dual-citizen children; a declaration by an Indonesian married to a foreign national to remain Indonesian; loss and relinquishment; reacquisition; and status confirmation for Indonesian descendants who lack citizenship documents. The competent filing point depends on residence and may be a Ministry of Law regional office, an Indonesian overseas mission or KDEI.

The framework is electronic, but it is not paperless. For many services the applicant must upload the evidence and then deliver the prescribed legalized copies and originals within seven working days. The process can include administrative review, biometrics, written assessment, interviews, inter-agency consultation and factual verification. For voluntary naturalization, the regulation specifies evidence including permanent residence, the qualifying five-year continuous or ten-year non-continuous residence history, tax filings, a superior Indonesian-language proficiency certificate, income or employment evidence and multiple criminal, immigration and security clearances.

Limited dual-citizen children receive particularly important timing rules. The registration decision remains usable only until the applicant is 21 and unmarried, and the election of Indonesian citizenship must be filed before that point. After an election certificate is issued, the foreign citizenship documents must be returned to the foreign mission within 14 working days. If the uploaded receipt fails verification, the applicant has seven working days to correct it; failure results in rejection and the certificate becoming void.

Regulation 15/2026 also formalizes post-filing oversight. The Ministry may publish an applicant's name, service type and handling status in the official citizenship bulletin. Supported objections or information from the public, agencies, Indonesian or foreign missions and other parties can lead to clarification, factual verification and placement on a delay, prevention or monitoring list. The Ministry can then delay completion, reject the application, cancel the process or take other administrative action.

Applications filed before 21 September 2026 continue under the applicable old rule. When the new regulation takes effect, it repeals Ministerial Regulations 35/2015, 36/2016, 47/2016 as amended, 21/2020 as amended and 6/2025. The new electronic services must be implemented by 21 September 2027, while paper filing is permitted only during an outage or inaccessibility officially announced by the Directorate General. Each refiling after rejection is subject to PNBP again.

Required action

  • Identify the exact service route before filing: voluntary naturalization, marriage, adopted child, limited dual-citizenship registration or election, retention, loss, reacquisition, or status confirmation each has a separate evidence set and workflow.
  • For a new filing from 21 December 2026, rebuild the document checklist against Regulation 15/2026 and its annexes rather than reusing a checklist based only on the five repealed regulations.
  • Prepare legalized copies, translations and required originals before submitting the electronic form; where the relevant service requires physical delivery, lodge the specified documents with the competent regional office, Indonesian mission or KDEI within seven working days.
  • Reconcile names, civil-status records, passports, residence history, immigration status, tax records and foreign-citizenship evidence across the application because the review can include biometrics, interviews, inter-agency checks and factual verification.
  • For a limited dual-citizen child, complete registration and submit the election of Indonesian citizenship before age 21 and before marriage; after the election certificate, return the foreign citizenship documents within 14 working days and cure any defective receipt within seven working days.
  • Budget the applicable PNBP for the first filing and again for any refiling after rejection, and do not assume that a system problem permits paper filing unless the Directorate General has issued an official outage announcement.
  • If the application was submitted before 21 September 2026, preserve proof of its filing date and confirm that the competent office is processing it under the transitional rule applicable to the prior instrument.
