Regulation Watch · Business Licensing · Indonesia. The regulation governs access to Bank Indonesia central-banking services by parties that satisfy the applicable eligibility criteria. It is relevant to banks and eligible nonbank entities, including qualifying PT PMA and PT PMDN companies participating in BI-regulated payment systems or financial-market infrastructure, but it does not apply generally to every foreign-owned company.

Who is affected
Banks and eligible nonbank entities that apply for or use Bank Indonesia central-banking services, including qualifying foreign-owned payment-service providers and financial-market participants; their directors, controlling shareholders, authorised leaders and representatives; and legal, licensing, compliance, treasury, operations, payment, settlement, finance and technology teams. Ordinary PT PMA companies outside the BI-regulated customer and participant perimeter are not directly brought into scope by this instrument.
Practical impact
PADG 31/2026 replaces the customer and service administration framework for BI giro accounts, letters of credit, sub-registry services, BI-ETP, BI-SSSS, BI-RTGS, SKNBI, BI-FAST and other designated services. Eligible parties will apply through the Front Office Perizinan using Bank Indonesia's licensing application, while approved customers will use ALBI for service applications and paperless changes to customer, leadership, authorised-representative and service data. Bank Indonesia will test documentary completeness, administrative and substantive accuracy, and signature specimens before approval. Customer or service access can be placed in active or closed status, including after a merger, consolidation, split, approved transfer, liquidation, BI decision or authority request. The regulation changes administration and access controls, but it does not replace the separate eligibility, participation, prudential, operational or technical rules for each service or system.
Bank Indonesia established and published PADG 31/2026 on 30 September 2026 and will make it effective on 31 December 2026. The regulation updates the framework for obtaining and administering central-banking services and aligns it with the rules governing participation in BI payment systems and financial-market infrastructure.
The scope is specific. It concerns banks and other parties that meet the eligibility criteria for BI customer and service access, including qualifying nonbank companies in regulated payment or market activities. It does not create a central-banking service entitlement for an ordinary PT PMA or impose a new filing duty on every foreign-owned company.
Customer applications will be made through the Front Office Perizinan using BI's licensing application. Bank Indonesia will examine document completeness, administrative accuracy, substantive accuracy and the applicant's signature specimens before issuing an approval or rejection. An approval identifies the customer, customer identification file number, effective date and leadership information.
After approval, ALBI becomes the main channel for paperless updates to customer information and for applications and changes relating to services. Leadership controls include adding or revoking an authorised leader and changing a name, position or authority scope. Customers must therefore keep corporate records, licence data, BI customer data and internal mandates aligned rather than treating ALBI as a stand-alone operations system.
The covered services include BI giro accounts, letters of credit, sub-registry and other banking services, together with participation in BI-ETP, BI-SSSS, BI-RTGS, SKNBI, BI-FAST and other designated BI systems. Each service remains subject to its own eligibility, participation, operational and technical rules. PADG 31/2026 standardises the access and administration layer rather than replacing those underlying requirements.
Status management is a material operational control. A customer may be active or closed, and closure can follow a merger, consolidation, split, approved asset or liability transfer, approved self-liquidation, another approved reason, a BI decision or a request from the competent authority. Transaction, treasury and corporate-action teams should ensure that account and system continuity is resolved before any restructuring becomes effective.
The transition rule preserves applications, changes and status actions that were submitted to and received by BI before 31 December 2026 under PADG 23/18/2021. Teams should retain the electronic receipt and the exact submitted package for every pending matter. New matters from the effective date should follow PADG 31/2026, with tested fallback procedures for an ALBI outage or an applicant that cannot use ALBI.
Required action
- Confirm which Bank Indonesia customer, account, payment, settlement and financial-market infrastructure services each group entity currently uses or plans to request, and verify the entity's eligibility under the relevant service rules.
- Reconcile the deed, AHU record, NIB, BI licences or approvals, ownership and control, customer identification file, leadership data, authorised representatives, email addresses and other customer data before the new framework takes effect.
- Validate the authority, scope and wet or electronic signature specimen for every leader and representative permitted to submit, approve or change customer and service information.
- Prepare Front Office Perizinan and ALBI access, role segregation, backup users and evidence-retention procedures for customer applications, service applications, data changes, approvals, rejections and status notices.
- Update merger, consolidation, split, asset or liability transfer and liquidation playbooks so that BI customer and service status, accounts, payment access and authorised users are addressed before the corporate action closes.
- Inventory applications and change requests that BI receives before 31 December 2026 and preserve proof of receipt because those matters continue under PADG 23/18/2021 during the transition.
- Maintain tested fallback contacts and document-delivery procedures for periods when ALBI is unavailable or the applicant is not eligible to use it.
