Denpasar Joins the 10-Day Electronic Land Transfer Pilot

ATR/BPN's PERINTIS pilot targets a 10-day electronic process for specified land and apartment-right transfers, with Denpasar included among the pilot land offices.

Who is affected

Landowners, buyers, investors, PT PMA companies, developers, holders of apartment ownership rights, notaries and PPATs processing transfers through the Denpasar Land Office or another designated pilot office.

Practical impact

The pilot changes the electronic workflow for transfers based on PPAT deeds, including sale and purchase, exchange, gift, division of joint rights, and contribution of land into a company. It uses location marking, first-in-first-out processing, fixed verification periods, electronic monitoring, and a limited deemed-approval mechanism. The 10-day target is a pilot service standard, not a guarantee that an incomplete, disputed, blocked, or otherwise ineligible transfer will be completed within 10 days.

Late discovery: ATR/BPN Decision 1803/SK-HR.01/VIII/2026 was issued on 12 August and became effective on 17 August 2026. It remains immediately actionable because Denpasar is one of the participating offices and the filing, correction, payment, and document-delivery deadlines apply to each new transfer processed through the active pilot.

The pilot requires the PPAT to report a signed deed through the electronic system within seven working days. The Land Office then has three working days to verify the uploaded deed-reporting documents. If that verification period expires without review, the deed report may be accepted under the limited Fiktif Positif mechanism. This does not validate title, tax, authority, zoning, beneficial ownership, or the commercial terms of the transaction.

Investors should still complete full legal and property due diligence before signing. PERINTIS accelerates registration workflow; it does not cure nominee exposure, incompatible land use, defective authority, tax shortfalls, title disputes, acquisition corridors, or restrictions under spatial-planning and land law.

Required action

  • Confirm that the relevant Land Office is a designated PERINTIS pilot location before relying on the 10-day target.
  • Use a PPAT who is validated in ATR/BPN's Mitra Kerja system and complete certificate checking and parcel-location verification before the deed is signed.
  • Prepare readable PDF documents at a minimum resolution of 150 DPI, together with verified BPHTB and income-tax evidence and any transaction-specific approvals.
  • Track every electronic notice and payment deadline, then retain proof of submission, validation, payment, physical-document delivery, and the issued electronic certificate.
